Cabinet Approves 6% Hike In DA For Central Govt Employees

Release of additional instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners due from 1.1.2016
The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved release of an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.01.2016. This represents an increase of 6 percent over the existing rate of 119 percent of the Basic Pay/Pension, to compensate for price rise. 

This will benefit about 50 lakh Government employees and 58 lakh pensioners. 

The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission (CPC). The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of Rs. 6796.50 crore per annum and Rs.7929.24 crore respectively, in the financial year 2016-17 (for a period of 14 months from January, 2016 to February, 2017).

Sub:    Harassment of office bearers & Members of affiliated unions of BPEF in Kerala Circle –Regarding.  
Respected Sir,
Most respectfully and  with big amount of hope for judgement it is to remind that  a detailed report on problems faced by the office bearers & members of affiliated unions of  Bharatiya Postal Employees Federation in Kerala Postal Circle has already with supporting evidence  vide letter even no. dated 1-12-2015 for your perusal and  kind action. Till date no action came to surface. They are once again reiterated:-
1.    Transfer of Shri Prakash Gopalan, Idukki Dn.  –He was transferred to Iddukki Dn. from the place where he completed tenure but after few months he was again transferred there.
2.    Transfer request of R.K. Sadananda Divisional Secretary not being considered –may be considered on physical grounds.
3.    Officials completing tenures 15 years back are being retained despite issue of order No. 141/2013-SPB-II dated 4-3-2014 & No. 141/2013-SPB-II dated 31st January, 2014- order may be implemented in entire circle  and transfer order issued.
4.    Unnecessary recovery of 30,000 may be refunded to Shri M.J. Johnson an office bearer of BPEA Gr. C.
5.    Shri K. Guna Sekharan Supdt. Idukki Dn. engaged in harassing activities towards BPEA members, involved in misuse of Govt. money and fraudulently disturbing data base of all POs may be transferred.  
6.    The Divisional Secretary of Allapuzha Dn. Shri K.K. Balan Pillai P.A.  a right leg  handicapped employee has been transferred to Cherphala H.O. 60 K.M. away from Head Quarter from Kalavoor S.O.  because of union wise  discrimination by  Director of the region. He may be brought to Kalavoor S.O. and Director of the Region may be restricted not to allow such reactionary behavior as he is going to retire in few months. An enquiry in this regard may please be made.      
        The office bearers and Members are suffering a lot and feels harassment, therefore, we are expecting immediate action in  all the matter.

            Probationers of Indian Postal Service, Indian Telecom Service and P&T Building Works Service call on the President

            A group of Probationers of Indian Postal Service, Indian Telecom Service and P&T Building Works Service called on the President of India, Shri Pranab Mukherjee today (March 09, 2016) at Rashtrapati Bhavan.

            Speaking on the occasion, the President said that the part privatization of Postal and Telecom sector in the era of liberalization has witnessed drastic changes in technology and exponential growth of the consumers. If they have to survive in the competitive world, they have to keep pace with the fast changing Information and Communication Technology.

            The President said that India has undergone a telecom revolution during the last two decades. The launch of mobile telephony and faster internet network in India has enabled India tap its vast digital potential. India is emerging as a fast digital hub. It is the need of the hour to have best quality telecom and internet services. India now has about 46 crore internet users and 37 crore mobile users. The numbers are likely to increase exponentially with enhanced levels of education and cheaper rate of internet and mobile telephony. He expressed hope that the Postal Academy and National Telecommunications Institute are providing requisite technical and non-technical inputs to enable the probationers to take up the ensuing challenges in the postal, telecom and building works sector. They have to work with professionalism, transparency and integrity to meet the aspirations of large number of people of India.

            The probationers of the Indian Postal Service are presently undergoing professional training at the Rafi Ahmed Kidwai National Academy, Ghaziabad while probationers of Indian Telecom Service and P&T Building Work Service are undergoing their induction training at National Tele-communications Institute for Policy Research, Innovation & Training, Ghaziabad.

Government to digitise 1.3 lakh rural post offices by March 2017
NEW DELHI: The government plans to digitise nearly 1.3 lakh rural post offices by March 2017, IT and telecom minister Ravi Shankar Prasad told Parliament on Friday. 

The government has approved Rs 4,909 crore for modernisation of 1.55 lakh post offices including 1.29 lakh post offices in rural areas, called Gramin Dak Sewak post offices. The modernisation process will include setting up centralised data centres and disaster recovery centres, networking of all post offices.

The budget also includes training postmen who will be given solar powered hand held devices, connected to data centers via SIMs, which will give rural consumers access to financial remittances and saving accounts through biometric scanning apart from other identification tools.

Telecommunication Consultant India Limited ( TCIL) will provide the handheld devices alongside RICOHBSE 7.02 % India Limited, and also ensure connectivity, while InfosysBSE 0.12 % will be the Rural System Integrator, the minister said in Parliament.

The devices will also offer core banking solution through a mobile app, which ties into the Postal Department's future plan of introducing payment bank services. Core banking solution has been rolled out in 18,231 Post Offices, which is now the largest, surpassing State Bank of India.

About 23.81 crores postal saving bank accounts have been digitised, including 80,000 in rural areas. All the 25,297 departmental post offices in the country have been computerized while data centre was started in Navi Mumbai in April 2013, and disaster recovery centre has been functioning in Mysuru since May last year.
