Postal Department Has Been Continuously Earning Higher Revenue Every Year: Lok Sabha Q&A

Will the Minister of
COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:-

(a) whether the revenue and market share of India post has been declining; 

(b) if so, the details of revenue generated separately from different segments such as parcel and speed and post expenditure incurred along with market share of India post during the last three years and the current year;

(c) whether Government proposes to introduce some scheme on Public Private Partnership (PPP) model and if so, the details thereof;

(d) whether India post is paying special focus on parcel segment and plan to establish 48 new set of parcel centres and if so, the details thereof; and

(e) the other measures taken by the Government to improve the postal delivery system of India post and increasing its revenue?

(a) No Madam, the Postal Department has been continuously earning higher revenue every year and its share of revenue has been increasing year after year. 

(b) Not applicable in view of reply at (a) above.

(c) No Madam.

(d) & (e) Yes Madam, 48 dedicated Parcel Centres have been established in 2014-15 and another 9 have been established this year. Department is laying special emphasis on the Parcel segment through upgradation of Parcel infrastructure, improving the delivery system and revamping parcel transmission modes and routes. Some measures taken to improve quality of parcel service are as follows:-

i. The Parcel transmission & delivery network is being continuously reviewed and monitored for checking and improving efficiencies and better service quality.

ii. The Department of Posts offers end-to-end track & trace for Speed Post, Registered and other parcels through its website (www.indiapost.gov.in). This track and trace facility is available to retail as well as bulk customers for tracking the consignments on a real time basis.

iii. Department is developing its Road Transport Network for fast and secure transmission of parcels on identified routes. 11 major routes have been started this year.

iv. Department has introduced Mechanized Nodal Delivery of parcels from identified delivery centres in certain cities.


v. GPS devices have been installed in mail vans and other security measures improved.

vi. As a result of the efforts towards improving the quality of its services, the revenues of the Department have been consistently growing in the last several years.

(vii) Parcel revenue registered 37% growth in 2014-15. 117% growth in parcel revenue till 31st October 2015 in the current financial year.

(viii) Rs. 970 Crore Cash On Delivery collection done by Department of Posts till November 2015.

(ix) Speed Post revenue growth in the current financial year is more than 16%. CAG report laid in Parliament on 8th May 2015 highlighted that Speed Post is far better than private couriers, in terms of reach, assured delivery and delivery time.

Know More About Rural ICT For Gramin Dak Sewaks


Know About Rural ICT For GDS In India PostLaunch of the Rural ICT project of the Department by handing over the solar powered, biometric hand-held devices with connectivity along with the application software to Gramin Dak Sewaks from three pilot Circles viz Bihar, UP and Rajasthan on 28th Dec 2015

Benefits of Hand-held device to the rural citizen 

  1. Electronic transactions- Booking and delivery of Speed Post, registered mail, money orders, sale of stamps and postal stationery will be done through these devices and paper receipt shall be generated 
  2. instantaneously thereby eliminating chances of overcharging and other problems associated with manual transactions. Savings Bank deposits & withdrawals, PLI/RPLI premium deposits and loan/claim payments will also be done electronically on these devices. 
  3. Immediate uploading of transaction data and financial reconciliation- Using mobile connectivity, data pertaining to all transactions done on the hand-held devices shall be uploaded onto the central server. E-Money order will reach the destination post office instantaneously unlike present day where the money order is digitized at the nearest computerized Post Office and leads to delay in delivery. All financial transactions shall also be reconciled immediately without any manual intervention and Cash on Delivery amount collected in the village shall be immediately credited to the account of e-Commerce Company. Similarly the artisans would be able to fulfill e-commerce orders and receive immediate payment for their sold products online. This will have a positive impact on the overall economy of the villages. 
  4. Automatic track and trace- Speed Post and Registered letters/parcels and money remittances will be trackable at the Branch Post Office level and booking/delivery information will also be uploaded to central server immediately. 
  5. Fraud and leakage elimination- As Savings Bank and Postal Life Insurance transactions will be done on a real-time basis and through immediate generation of receipt and voice message, chances of fraud would be eliminated. Biometric authentication of MNREGS and social security beneficiaries at the time of pay-out would also reduce leakage in the schemes 
  6. Post Offices as Common Service Centres- Branch Post Offices shall be able to work as Common Service Centres and offer services such as Railway Reservation, online bill payment for electricity and water utilities, mobile and DTH recharge, insurance policy premium payments & transactions for partner banks/insurance companies/mutual funds etc

COMMITTEE SET UP TO REVIEW WAGE STRUCTURE OF GRAMIN DAK SEVAKS 

            A one man Committee to examine the wage structure, service conditions, etc. of the Gramin Dak Sevaks in the Department of Posts has been constituted by the Government of India.
            Shri Kamlesh Chandra, Retired Member of Postal Services Board, will constitute the Committee. The Committee will be assisted by Shri T.Q. Mohammad, a Senior Administrative Grade Officer, who will act as Secretary to the GDS Committee. The Committee will go into the service conditions of Gramin Dak Sevaks and suggest changes as considered necessary. The terms of reference of the Committee will, inter-alia, include the following:-
    a)      To examine the system of Branch Post Offices, engagement conditions and the existing structure of wage and enrolments paid to the Gramin Dak Sevaks and recommend necessary changes;
    b)      To review the existing Services Discharge Benefits Scheme/other social security benefits for the Gramin Dak Sevaks and suggest necessary changes;
    c)      To review the existing facilities/welfare measures provided to the Gramin Dak Sevaks and suggest necessary changes;
    d)     To examine and suggest any changes in the method of engagement, minimum qualification for engagement as Gramin Dak Sevaks and their conduct and disciplinary rules, particularly keeping in view the proposed induction of technology in the Rural Post Offices.
            The Department of Post has 2.6 lakh Gramin Dak Sevaks. All these GDSs will come under the purview of GDS Committee.

No Interviews For Govt Jobs From Jan 1; Skill Test May Continue: DoPT

New Delhi: All central government ministries and their Public Sector Undertakings (PSUs) were today told to dispense with the requirement of interviews for selections at junior level posts within next two days, however, they may continue with skill or physical test.

The timeliness set regarding completing the process of the discontinuation of interview by December 31, 2015 has to be adhered to strictly, a communique sent by Department of Personnel and Training (DoPT) to secretaries of all central government ministries said.

From January 1, 2016, there will be no recruitment with interview at the junior level posts in government of India ministries, departments, attached and subordinate offices, autonomous bodies and PSUs.

“All the advertisement for future vacancies will be without the interview as part of the recruitment process,” said today’s Office Memorandum No.39020/01/2013-Estt (B)-Part.

The decision to discontinue interview for recruitments is for all Group C and non-gazetted posts of Group ‘B’ category and all such equivalent posts, the DoPT said.

“It is also clarified that as skill test or physical test is different from interview, they may continue. However, these tests will only be of qualifying nature. Assessment will not be done on the basis of marks for such tests,” it said.

In case of specific posts where the ministry or department wants to continue undertaking interview as a process of recruitment, a detailed proposal seeking exemption will have to be sent to the DoPT with the approval of the minister or minister-in-charge.

The ministries have been asked to send a consolidated report to the DoPT by January, 7 in this regard.

“Report so to be furnished with the approval of the minister or minister-in-charge shall include the details of the name and number of posts where the interview is discontinued and posts for which the exemption has been sought within the purview of the administrative ministries or departments,” the order said.

Similarly, the Department of Public enterprises has also asked all ministries to advise PSUs under their administrative control to adopt a revised mechanism of recruitment for the non-executive level posts by dispensing with the practice of interview.

Payment Bank to Begin from March 2017


 A week-long celebration of Good Governance Week was organized by Department of Electronics and Information Technology starting from 25th December 2015. A National event on Good Governance was inaugurated on 28th December 2015 by Shri Ravi Shankar Prasad, the Hon’ble Minister of Communications & Information Technology (MoCIT) in India Habitat Centre at New Delhi. This event involved active participation from Department of Electronics and Information Technology (DeitY), Department of Telecommunications (DoT) and Department of Posts (DoP) and their agencies.


Speaking on the occasion, Shri Ravi Shankar Prasad reiterated the commitment of the Government towards the successful implementation of ‘Digital India’ which would help to transform India into a truly digitally empowered society and knowledge economy in the 21st century. He said the government is aiming at empowering people of India through digitalization. Millions of citizens have already joined in this initiative and invited others to do so. He said e-services should reach more people at the earliest and sought cooperation from State Governments, industry and acadmecia in the early achievement of this objective.


Sh. Ravi Shankar Prasad also announced that India Post would be launching Payment Banking by March 2017. He said after the successful turn around of BSNL, new initiatives have been taken for improving performance of MTNL. He also announced launch of free incoming all over the Country by MTNL from New Year.


The event saw the launch / inauguration of new 23 products / eServices.
