Cabinet approves additional 2 percent Dearness Allowance (DA) for Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1st July, 2018

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modihas approved to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 01.07.2018 representing an increase of 2% over the existing rate of 7% of the Basic Pay/Pension, to compensate for price rise.

The combined impact on the exchequer on account of both Dearness Allowance and Deamess Relief would be Rs.6112.20 crore per annum and Rs.4074.80 crore in the financial year 2018-19 (for a period of 08 months from July, 2018 to February, 2019).

This will benefit about 48.41 lakh Central Government employees and 62.03 lakh pensioners.

This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.

ROTATION OF OFFICERS WORKING ON SENSITIVE POSITIONS

*5436. SHRI VIJAY KUMAR HANSDAK:

Will the PRIME MINISTER be pleased to state:

(a)whether the Central Vigilance Commission has issued any instruction regarding rotation of officials working on sensitive positions;

(b) if so, the details thereof and whether any Ministry/Department has not complied with such instructions;

(c) if so, the details thereof during the last three years, Ministry-wise; and

(d) the Ministry-wise details of the action taken in this regard during the said period?

ANSWER

(a) to (d): Yes Madam. The Central Vigilance Commission has issued instructions, for effecting rotational transfers of officials posted in each organization, vide letters dated 15.04.1999, 02.11.2001, 01.05.2008, 04.01.2012 and 11.09.2013. As per these instructions, all Ministries/ Departments/ Organizations and CVOs are to identify sensitive posts and staff working in these posts and also ensure that they are rotated after every two/ three years to avoid developing vested interest. As identification of sensitive posts and effecting rotational transfers is a continuous process and CVOs have been made responsible for the same, all Ministries/ Departments/ Organizations are required to comply with the above instructions.

Instruction regarding issuing Insta ATM Card in SB Acccount

It’s observed and has come to the notice of this office that many SOLs are sending Instant ATM cards to the customers by ordinary/Registered post by noting the address on the envelopes which is available in CIFs. It’s highly irregular, sending Instant ATM cards by post, as both ATM card and PIN will be available in the same envelope and might lead to fraudulent transactions.

This office is receiving many such Instant cards back as undelivered due to insufficient address. 

As per procedure, when a customer approaches the counter, Instant card has to be issued at that time only after obtaining/verifying the KYC documents and updating all the relevant details at CIF level which is mandatory. It should not be sent through Post to customer as both PIN and ATM Card will be in the same envelope and anyone could misuse the card at this stage, if it's wrongly delivered or lost in transit and fraud might be committed.

Such instances shows that the SOLs are issuing cards to SB account holders with or without consent of the depositor and then dispatching Instant cards along with PINs stuffed in a single envelope to depositors' addresses which will lead to misappropriation of funds of DOP customer for which concerned official/s of the SOL will be responsible/answerable. Any fraudulent transactions occurring due to above practices will be recovered from the defaulted officials.
