9.1.3 There is a
general demand from the JCM-Staff Side to increase all interest-free advances
to three times their present value.
Analysis
and Recommendations
9.1.4 As can
be seen from the table above, the amount of most of the advances is quite low.
With the increased salary packages provided after successive Pay Commissions,
these advances have lost their relevance. Hence, to do away with outdated
provisions and thereby save on the costs involved in administering these
advances, it is recommended that all Interest-free advances should be
abolished.

ceiling of Rs.30.00 lakh. The maximum limit for grant of HBA for enlargement
of existing house shall be 34 months’ of pay in the pay band subject to a
maximum of Rs.1.80 lakh or cost of the enlargement or repaying capacity,
whichever is the least.

9.1.6 The present position is that meagre funds are allotted
for these advances and only a few manage to avail this facility. In fact,
budget provision for all of them, except Advance for purchase of Personal
Computer, has been reducing over the years, as can be seen from the graph below

Govt forms panel to revisit Gramin Dak Sevaks pay, benefits
The government has formed a committee to review pay structure and social security benefits provided to 'gramin dak sevaks'.
The one-man committee will review and suggest changes in existing wage
structures, facilities and other social security benefits provided to
'gramin dak sevaks' (GDS), according to a notification by the
Communications and IT Ministry.Gramin dak sevaks are extra-departmental
agents recruited by the postal department to serve in rural areas.
They have been demanding pay and facilities at par with regular postal department employees.
"The question of examining the conditions of service and emoluments and
other facilities available to the Gramin Dak Sevaks (GDS) has been under
the consideration of the Government of India for some time.
The Government has now decided to set up a one-man committee for the purpose," the notification dated November 19 said.
The Committee headed by Retired Member of the Postal Services Board
Kamlesh Chandra will go into the service conditions of Gramin Dak Sevaks
and suggest changes as considered necessary, it said.
All India GDS Union last week had demanded that the panel should be
formed under retired Supreme Court or High Court judge and not under
chairmanship of a retired officer.
In the letter to Secretary, Department of Posts, the union said that it
will go on one-day hunger strike on November 27 at divisional offices,
at circle offices on December 4 and in New Delhi on December 10 if the
demand is not met.
The committee will examine the system of branch post offices, employment
conditions and the existing structure of wage and emoluments paid to
GDS and recommend necessary changes.
It will also "examine and suggest any changes in the method of
recruitment, minimum qualification for appointment as Gramin Dak Sevaks
and their conduct and disciplinary rules, particularly keeping in view
the proposed induction of technology in the Rural Post Offices", the
notification said.The Committee will function for a period of one year.

32. PENSIONERS – PARITY – LONG STANDING DEMAND OF THE PENSIONERS ACCEPTED
Commission recommends a revised Pension Formulation for Civil employees and
Defence Personnel who have retired before 01.01.2016. (expected date of
implementation of seventh CPC recommendations). This formulation will bring
about complete parity of past pensioners with current retirees.

37. GRAMIN DAK SEVAKS (GDS) OF THE POSTAL DEPARTMENT DEMAND FOR CIVIL SERVANTS
STATUS REJECTED
Recommendation: - The committee carefully
considered the demand for treating the Gramin Dak Sevaks as civil servants at
par with other regular employees for all purposes, and noted the following:
(a) GDS are Extra-Departmental Agents recruited by Department of Posts to serve
in rural areas.
(b) As per the Recruitment Rules the minimum educational qualification for
recruitment to this post is class X.
(c) GDS are required to be on duty only for 4 to 5 hours a day under the terms
and conditions of their service.
(d) The GDS are remunerated with Time Related continuity Allowance (TRCA) on
the pattern of pay scales for regular Government employees plus DA on pro-rata
basis.
(e) A GDS must have other means of income independent of his remuneration as a
GDS to sustain himself and his family.
Government of India has so far held that GDS is outside the Civil Service
of the Union and shall not claim to be at par with the Central Government
Employees. The Supreme Court Judgment also states that GDS are only holder of
Civil posts but not civilian employees. The Commission endorses this view and
therefore has no recommendation with regard to GDS.
