the provisions under para (c) and para (d) of the Office Memorandum No
2-2/2014/CGHS HQ/ PPT/CGHS(P) dated the 25th August , 2014 [view] and to
restore the status existing prior to the issue of above stated OM dated
the 25th August, 2014.

Govt Plans Weekly Training For All Its Employees -- NEWS
New Delhi: Citing importance of Knowledge-Skill
and Attitude (KSA) in employees for citizen-centric governance, the
government today directed all ministries to hold in-house weekly Training of their Personnel “immediately” to help them perform their work efficiently.
The move comes following a direction from Prime MinisterNarendra Modi, who has emphasised on providing regular training ofgovernment employees during a presentation made by Ministry of Personnel, Public Grievances and Pensions.
The objective of the hour-long in-house weekly training is to provide training to all employees of the ministry or department on a regular basis without dislocating their work, the Department of Personnel and Training (DoPT) said in its Office Memorandum F.NO.T-17/A/2014-CTP(CSS) dated October 17, 2014.
At
present, the senior civil servants are exposed to a number of training
programmes at different stages such as induction training, mandatory
mid-career training, in-service training, etc.
“These trainings are mostly organised service wise and within services at same level. Perhaps there is no training being imparted at ministry or department level covering all its Group B and C employees on same subject,” the order said.
The
department would be free to choose training topics as per their
requirements and utilise in-house expertise for imparting training.
Following the Prime Minister’s directive, the DoPT already started in-house weekly training for its employees.
“All officials from LDC up to Under Secretaries will be nominated in batches of 45-50 and the training will be conducted every Wednesday from 10 am to 11 am.
“You
or your representative can attend this training after giving prior
intimation, so that your ministry or department is familiarised to start
in-house training ,” said the DoPT order sent to secretaries of all
central government ministries and departments.

WORLD POST DAY – 9th OCTOBER
The World Post Day will be celebrated all over the world tomorrow.
In India it will be a part of the National Postal Week till 15th October 2014.
On 10th October it will be the Savings Bank Day,
on 11th the Mails Day,
on 13th Philately Day.
14th October will be observed as Business Development Day
and
on 15th as Personal Life Insurance Day
when insurance claims settlement will be given priority with the name to bring down pendency in claims settlement to zero.
On all the days school children will be involved to educate them on functioning of the Postal Department.
Customer Forums meeting will also be held in various postal circuits.

to go to school due to profound mental retardation. It reiterates the
same old condition laid down in the OM No.12011/03/2008-Estt.(AL) dated
11.11.2008 and OM No.12011/16/2009-Estt.(AL) dated 13.11.2009

Postal department ties up with online retailers – The Hindu News
Don’t be surprised if your neighbourhood postman delivers products you have ordered online, along with letters.
The department of posts has recently tied up with various online shopping portals to offer delivery services.
With e-commerce growing by leaps and
bounds, the postal department, which has a widespread reach,
particularly in rural areas, will bridge the gap in logistics.
The department has tied up with major
e-commerce players, including Amazon, Flipkart, Shopping Zone India and
Naaptol, to help ramp up their delivery system.
“We are also in the process of tying up
with smaller online players. We are delivering more than 80 per cent of
the products ordered online to customers across the State on behalf of
some e-commerce firms,” said an official.
A tie-up with another major online
market firm, Snapdeal, is also under way. Soon, customers need not
necessarily visit the nearest philatelic bureau to buy stamps as
Snapdeal will also offer philatelic stamps and first covers of the
postal department.
In Chennai and its suburbs, nearly 2,300
postmen, postwomen and gram dak sevaks (who are part-time staff
members) attached to 110 post offices will be involved in delivering
goods through various modes, including cash-on-delivery.
T. Murthy, chief postmaster general,
Tamil Nadu circle, said: “We have set up a dedicated parcel-handling
unit in Ekkaduthangal where the products are sorted and dispatched to
various places. We have the capacity to handle over 40,000 parcels
daily.”
The department now handles nearly 28,000 parcels daily and delivers across the State. Of these, about 30 per cent is delivered in and around Chennai.

“We deliver in a day from the date of
booking, in Chennai, and in a maximum of four days in remote areas. We
are processing the requests of many other e-commerce firms too,” said

CENTRAL STAFF TOOK PLEDGE ON CLEANLINESS
New Delhi: Lakhs of central
government employees Thursday took a pledge to ensure cleanliness in
their offices and residential areas by working at least two hours per
week as part of Narendra Modi administration's "Swachh Bharat" Mission.
Each central government department
had made detailed arrangements to administer the pledge to its employees
on the occasion of Mahatma Gandhi's birth anniversary today.
It is for the first time that all
employees from the level of peons to Secretary were called to the office
on 'Gandhi Jayanti', which is otherwise a government-declared holiday,
to be part of the 'Clean India' campaign.
Banners displaying message of
maintaining cleanliness at work place and surroundings were put up on
the central government office buildings and along the road sides to
encourage people.
Some of the employees were also given specially-designed T-shirts displaying messages for maintaining cleanliness.
Home Secretary Anil Goswami
administered the pledge to the employees of Ministry of Home Affairs and
Ministry of Personnel. Hundreds of employees participated in the
programme and took the pledge.
"It is like a celebration. Employees
are celebrating this. Cleanliness is a continuous process. I am sure
employees will continue to ensure cleanliness in office and in living
areas," said Mamta Kundra, Joint Secretary in Ministry of Personnel.
There are about 30.98 lakh central government employees in the country.
Employees took a pledge to remain
committed towards cleanliness. "I will devote 100 hours per year, that
is two hours per week to voluntary work for cleanliness. I will neither
litter nor let others litter. I will initiate the quest for cleanliness
with myself, my family, my locality, my village and my work place,"
reads the pledge, administered to the employees by senior officials.
The Prime Minister has given a call
for "Swachh Bharat" (Clean India) as a mass movement to realise Mahatma
Gandhi's dream of a clean India by 2019, when the country will celebrate
150th birth anniversary of the Father of the Nation.
"I will encourage 100 other persons
to take this pledge which I am taking today. I will endeavour to make
them devote their 100 hours for cleanliness," as per the text of the
pledge.
Cabinet Secretary Ajit Seth had
written to secretaries of all central government departments to create
awareness on the matter and ensure that the pledge is administered to
employees working under them.
"For a campaign of this nature to be
successful, there is a need to create massive public awareness and to
ensure participation and action for cleaning homes, government offices,
schools, hospitals, work places, streets, roads and markets, railway
stations and bus terminals, statues, monuments, rivers, lakes,ponds,
parks and other public places.
"It is important to involve
government and public sector officials at every level, non-government
organisations, education and health institutions, rural and urban local
bodies, Self-Help Groups, youth organisations, residents and market
associations as well as business and industrial chambers and
associations in the cleanliness and awareness drives," Seth had said in
his letter.

India Post suited to be payment bank: Financial Services Secretary GS Sandhu
Lack
of credit disbursing experience makes the postal department with its
vast network of offices around the country better suited to be run as a
payment bank and not as a full-fledged universal bank, a top Finance
Ministry official said here today.
"The Department of Posts may be considered as a payment bank and they are working towards that. The problem with post offices is that they handle only one-side of banking, that is, the deposit side; but they don't handle the credit side," Financial Services Secretary GS Sandhu said at an event here.
"So by making them (postal department) a payment bank, they will be able to work in that area they are best at. That may happen soon," Sandhu said.
The Department of Posts with its network of more than 1.35 lakh post offices across the country had made concerted attempts to enter the banking sector by applying for a universal licence.
While allotting licences in April this year, the Reserve Bank of India (RBI) left it to the government to decide the fate of the Department of Posts' application.
The Department of Posts has been collecting deposits, offering fixed as well as recurring deposits accounts to people for a long time now.

Subject: Grant of Dearness Relief to Central Government pensioners/family pensioners — Revised rate effective from 17.2014.
The undersigned Is directed to refer to this Department’s oM No.
42/10/2014-P&PW(G) dated April, 2014 on the subject mentioned above
and to state that the President is pleased to decide that the Dearness
Relief (DR) payable to Central Government pensioners/family pensioners
shall be enhanced from the existing rate of 100 % to 107% w.e.f. 1st
July 2014.
2. These orders apply to (i) All Civilian Central Government
Pensioners/Family Pensioners (ii) The Armed Forces Pensioners, Civilian
Pensioners paid out of the Defence Service Estimates, (iii) All India
Service Pensioners (iv) Railway Pensioners and (v) The Burma Civilian
pensioners/family pensioners and pensioners/families of displaced
Government pensioners from Pakistan, who are Indian Nationals but
receiving pension on behalf of Government of Pakistan and are in receipt
of ad-hoc ex-gratia allowance of Rs.3500/- p.m. in terms of this
Departments OM No. 23/1/97-P&PW(B) dated 23.2.1998 read with this
Department’s OM No. 23/3/2008-P&PW(B) dated 15.9.2008.
3. Central Government Employees who had drawn lump sum amount on
absorption in a PSU/Autonomous body and have become eligible to
restoration of 1/3 commuted portion of pension as well as revision of
the restored amount in terms of this Department’s OM No.
4/59/97-P&PW (D) dated 14.07.1998 will also be entitled to the
payment of DR @ 107% w.e.f. 1.7.2014 on full pension i.e. the revised
pension which the absorbed employee would have received on the date of
restoration had he not drawn lump sum payment on absorption and Dearness
Pension subject to fulfillment of the conditions laid down In para 5 of
the 0.M. dated 14.07.98. In this connection, instructions contained in
this Department’s OM No.4/29/99-P&PW(D) dated. 12.7.2000 refer.
4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.
5. Other provisions governing grant of DR in respect of employed family
pensioners and re-employed Central Government Pensioners will be
regulated in accordance with the provisions contained In this
Department’s OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide
this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July,
2009. The provisions relating to regulation of DR where a pensioner is
in receipt of more than one pension, will remain unchanged.
6. In the case of retired Judges of the Supreme Court and High Courts,
necessary orders will be issued by the Department of Justice separately.
7. It will be the responsibility of the pension disbursing authorities,
including the nationalized banks, etc. to calculate the quantum of DR
payable in each individual case.
8. The offices of Accountant General and Authorised Public Sector Banks
are requested to arrange payment of relief to pensioners etc. on the
basis of these instructions without waiting for any further instructions
from the Comptroller and Auditor General of India and the Reserve Bank
of India in view of letter No. 528-TA, 11/34-80-II dated 23/04/1981 of
the Comptroller and Auditor General of India addressed to all Accountant
Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64
(ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India
and its subsidiaries and all Nationalised Banks.
9. In their application to the pensioners/family pensioners belonging to
Indian Audit and Accounts Department, these orders issue after
consultation with the C&AG.
10. This issues with the concurrence of Ministry of Finance, Department
of Expenditure conveyed vide their OM No. No 1(4)/EV/2004 dated 26th
Sept.2014.

Ravi Shankar Prasad pulls up officials after surprise check at 'unclean' post offices
New
Delhi: After surprise checks at two post offices in New Delhi, Telecom
Minister Ravi Shankar Prasad on Sunday pulled up officials of the
Department of Posts for not keeping their premises and work space clean.
"Despite
instructions from Prime Minister's Office, your premises are not clean.
Take it as my direction that I want all post offices across country to
be clean," he told senior DoP officials.
The
Minister inspected work space at Gol Dak Khana and Lodhi Road post
offices. Prasad inspected almirah and different rooms where he found
dust on many files and racks.
He asked officials to keep the premises clean and make Prime Minister Narendra Modi's Swachh Bharat Mission a success.
Member,
Postal Board, Anjali Devasher said that DoP started cleanliness drive
and complete status report will be handed over to the minister in a
month.
Senior
officials at post offices said DoP had sought fund of about Rs 10 crore
for civil work and cleanliness but it has been allocated only around Rs
3.5 crore which is too less.
"We
have part time workers for cleaning work ... The structure of building
are such that dust and dirt keep coming in to offices. We need funds to
make buildings dust proof," an official said.
Ministry
sources however said that Post Office staff have raised the issue of
fund shortage only after minister's surprise visit.
Earlier in the day, Prasad ran cleanliness drive at Sanchar Bhawan where he found rubbish heaped at one place.
"I
have announced that I will go to clean Patna Railway Station on 2
October. Union ministers will also go on cleanliness drive. Even Prime
Minister himself will got to clean Valmiki basti near Birla Mandir. When
the Prime Minister and Ministers can do this, you should not feel
ashamed of it," Prasad said at Sanchar Bhawan.
He cited the example of cleanliness in metro and all government offices should be cleaned in a similar fashion.
"Below
this place is metro station, where there is no dirt. The same people
use it, the same is the Government. I feel that while travelling in
metro, people themselves feel ashamed that it is so clean and how can we
dirty it," Prasad said.
The Minister appealed government officials to change in their mind.
"You
would have known that I am a strict Minister. I work and expect work
from you all as well. I will make surprise visit to your offices as
well," Prasad said at Sanchar Bhawan.
