The Prime Minister spent about one-and-a half–hours on the Postal department
NEW DELHI, JULY 21:
Proper
digital connectivity of all post offices in the country is top priority
for the Government, Telecom Minister Ravi Shankar Prasad told the Lok
Sabha here on Monday.
Replying
to questions related to his Ministry, Prasad said the Prime Minister
was personally monitoring a host of departments and postal services were
one of them.
“The Prime Minister spent about one-and-a half–hours on the postal
department and
has given suggestions, which will be considered,” he said, in reply to a
query by Biju Janata Dal’s Tathagata Satapathy on the status of the
banking licence applied for by the postal department.Prasad
said there was need for reforms in postal reforms as also upgradation
of Grameen Dak Ghar Services, catering to the rural population.
Mobile networks
Prasad said the Government’s priority was also to improve BSNL services.
Responding to a question raised by
Congress MP Ashok Chavan on poor mobile network in Naxal-affected
regions in Maharashtra, Prasad said mobile networks, under the Universal
Service Obligation Fund (USOF) scheme in such areas are likely to be
set up in 15 months.
A proposal to install mobile towers
at 1,836 locations in nine States affected by Left Wing Extremism with
funding support from USOF has already been approved, he added.
The Minister said Bharat Sanchar
Nigam Ltd (BSNL) had installed mobile towers at 363 locations for which
financial support to meet operational expenses would be provided through
USOF.
On a question on lack of diesel
supplies to BSNL mobile towers leading to their non-functionality and
affecting security, he admitted there were concerns on diesel supply and
“there is scope for improvement“.
The idea of using solar power for
telecom towers was also being looked into, especially in the hilly
regions of North East, Prasad said.

As per the said Act and the Rules framed thereunder, every public
servant shall file declarations, information or return, as the case may
be regarding his assets and liabilities as on the 31st day of March
every year, to the competent authority, on or before the 31st day of
July of that year. This is an important difference from the Central
Civil Services (Conduct) Rules 1964 and may kindly be noted.

Subject: The Lokpal and Lokayuktas Act, 2013 – Submission of
declaration of assets and liabilities by the public servants for each
year and placing the same in public domain on the websites of the
Ministries/ Departments.
The undersigned is directed to refer to the subject mentioned above and
to say that the Government has notified the Public Servants (Furnishing
of Information and Annual Return of Assets and Liabilities and the
limits for Exemption of Assets in Filing Returns) Rules, 2014 under the
Lokpal and Lokayuktas Act. 2013. on 14.07.2014. The same is available on
this Department’s website at
http://persmin.nic.in/Lokpal_Homepage_New.asp.
2. As per the said Act and the Rules framed thereunder, every public
servant shall file declarations. information or return. as the case may
be regarding his assets and liabilities as on the 31st day of March
every year, to the competent authority, on or before the 31st day of
July of that year. It may be noted that as per Section 2(1)(o) of the
Act, “Public Servant” means a person referred to in clauses (a) to (h)
of sub-sectlon (1) of section 14 of the Act but does not include a
public servant in respect of whom the jurisdiction is exercisable by any
court or other authority under the Army Act, 1950. the Air Force kt,
1950, the Navy Act. 1957 and the Coast Guard Act. 1978 or the procedure
is applicable to such public servant under those Acts.
3. It may also be noted that the definition of public servant covers all
Central Government servants (Groups A, B and C). Therefore, all Central
Govenmient servants are required to file the declaration. This is an
important difference from the Central Civil Services (Conduct) Rules
1964 and may kindly be noted.
4. As per these Rules, the public servants who have filed declarations,
information and annual returns of property under the provisions of the
rules applicable to such public servants shall file the revised
declarations. information or as the case may be, annual returns as on
the 1st day of August, 2014, to the competent authority on or before the
15th day of September. 2014. All Ministries/Departments are
accordingly. requested to please bring the provisions of the Public
Servants (furnishing of Information and Annual Return of Assets and
Liabilities and the limits for Exemption of Assets in Filing Returns)
Rules, 2014 to the notice of all concerned for compliance.
5. Formal amendment to the Central Civil Services (Conduct) Rules 1964 will be made in due course.

Modi likes to communicate his Independence Day speech directly to Central Govt Employees by mail and messages…
Narendra Modi to reach out to govt employees’ on Independence Day
Prime Minister Narendra Modi has asked for an exhaustive Central
database of all Central and state government employees. The creation of
the database, which will have the phone numbers and email addresses of
all employees, is already underway, and will be first used on
Independence Day when Modi’s speech is directly sent to the employees by
mail and messages.
The prime minister would like his maiden speech from the Red Fort to be
directly communicated to one crore government employees, such as school
teachers, village sarpanches, healthcare workers etc, in the farthest
corners of the country. Most of these are not tech-savvy, Internet users
and so frenetic efforts are under way to implement Modi’s intent, said
government sources.
The government has therefore initiated the process of creating the
first-ever countrywide database of central and state government
employees and stakeholders. Cabinet secretary Ajit Seth is monitoring
the creation of this database after clear instructions by PM Modi. Seth
has been meeting officials from all ministries two times every week to
monitor the progress.
The National Informatics Centre has created a new portal sampark.nic.in
for the purpose. All states, through their districts and block level
offices, have been directed to update their data on this website. “The
ministries are also coordinating with their state counterparts to
compile this data in a time bound manner,” said an official.
The National Informatics Centre has so far collected information of 50
lakh teachers, 30 lakh sarpanches, 10 lakh health care workers and two
lakh corporators. The prime minister is likely to use the data to
connect with all these employees and stakeholders through social media
platforms, much as he had done to connect with voters during the 2014
general election campaign, said an insider.
“He intends to do the same now with government employees. It is an exercise to build a bond,” the official said.

Article 311(1) of the Constitution provides that no person who is a
member of the civil service of the Union or an all-India service or a
civil service of a State or holds a civil post under the Union or a
State shall be dismissed or removed by an authority subordinate to that
by which he was appointed. Again as per Article 311(2) no such person as
aforesaid shall be dismissed or removed or reduced in rank except after
an inquiry in which he has been informed of the charges against him and
given a reasonable opportunity of being heard in respect of those
charges.

Some relief to individual and salary tax payers, Finance Minister Arun Jaitley presenting Union Budget 2014-15 today in Parliament, raised individual tax exemption limit to Rs.2.5 lakh from current Rs.2 lakh.
For Senior Citizen tax exemption limit also increased to 3 lakh.
The Central Government today hiked the exemption limit for investments by individuals in financial instruments to Rs 1.5 lakh under section 80C.
Housing Loan Rebate is raised from Rs 1.5 lakh to 2 lakh
And one more relief to the depositors of Public Provident Fund, the ceiling limit will raised to Rs.1.5. lakh form current level of Rs.1 lakh.

Postal Services beat revenue target third year in a row

NEW DELHI: Postal Services in
the country has beaten its revenue target three years in a row,
exceeding the target by 9.5 per cent in fiscal 2013-14, Parliament was
informed today.
The government had set a revenue target of Rs 7,522.02 crore for the Postal Services in 2011-12, while the Department registered revenue of Rs 7,899.40 crore.
"The
revenue generation of Postal Services is increasing every year and the
targets for each coming year are raised by the Government," Minister of
Communications and IT Ravi Shankar Prasad today said in a written reply to the Lok Sabha.
In the year 2012-13, the revenue stood at Rs 9,366.50 crore against a target of Rs 8,762.75 crore, he added.
In 2013-14, the revenue stood at Rs 10,720.94 crore as against the target of Rs 9,787.52 crore, he said.
Responding to a separate query, the Minister said 1,735 post offices were modernised under Project Arrowagainst the target of 1,759 post offices during the 11th Plan.
"During
the 12th Plan, 2,500 post offices are proposed to be modernised under
Project Arrow with an outlay of Rs 284 crore," Prasad said.
During
the first two years of the 12th Plan, 880 post offices have been
modernised and so far, 2,615 post offices have been modernised under the
11th and 12th Plan, he added.

The Dearness Allowance for Central Government employees and pensioners may increase to 107% from July 1, 2014 onwards.
Following the increase in the CPI(I-W) BY 2001 = 100 price index, the
twice-every-year Dearness Allowance that is issued to the Central
Government employees, the second additional Dearness allowance may possible to increase to 107% from 01.07.2014 onwards.
Last week, the Labour Bureau released the Consumer Price Index for Industrial Workers Base Year 2001=100 for the month of May 2014. The number now stands at 244, following a 2-point increase from the previous month, reflecting a 0.83% hike in prices. Another reason for the increase in number is the 1.65% consolidated rise in price of food groups. Rice, Coconut Oil, Fish Fresh, Poultry, Milk, Onion, Vegetables & Fruits, Sugar, Cigarette, Electricity Charges, etc. are responsible for the increase in index. However, this increase was restricted to some extent by Petrol putting downward pressure on the index.

cent of the previous month and 13.24 per cent during the corresponding
month of the previous year.
